ABSTRACT
Annex I24 contains a list of bird species which are to be the subject of special conservation measures regarding their habitat in order to ensure their survival and reproduction. Member States (that is, not the European Commission) are to classify the most suitable territories (both at land and sea) as Special Protection Areas (SPAs) for the conservation of these species (Art 4). Similar measures must be taken for regularly occurring migratory species not listed in Annex I. Particular attention must be paid to the protection of wetlands.
