Marismas de Santoña for water birds and endangered migratory birds, the Spanish government was found to have breached Arts 4(1) and 4(2) by failing to classify it as an SPA. Spain was also found to be in breach of Art 4(4) for not taking appropriate measures to prevent the deterioration of the area.
