ABSTRACT
The provision of public access to environmental information has been a declared aim of EC Environmental policy for a number of years. In 1987 the Fourth Action Programme on the Environment21 stated that better access to information on the environment was a priority area and the current action programme22 stresses the role of the general public in ensuring environmental protection. It declares that individuals must have access to information to ensure that they play their part in achieving sustainable development.
