ABSTRACT
The Protocol is implemented under the authority of the institutions of the LRTAP Convention. This is most significant in terms of the requirement within the Protocol for Parties to report annually to the Executive Body on obligations under the Protocol, including, in particular, levels of national annual emissions, progress in applying national emission standards and introducing pollution control measures, in making unleaded fuel widely available, and in establishing critical loads (Arts 6, 7 and 8) (Sands (1995) 252).
