ABSTRACT

The growth of economic planning in the post-war period had a significant impact on the development of European regional government. The majority of Western European governments, following the French indicative model of planning, created the need for some type of regional structure (Sharpe, 1993, p 12). This form of economic planning utilises territorial planning organised on a regional basis. This required regional organisations to draw up and administer the plans. Where no regional tier of government existed, regional institutions had to be created.
