ABSTRACT
Belgium is the only Member State to appoint its entire delegation from the regional tier. This reflects the political power of the Belgian regions in the Treaty’s ratification process. All other Member States give a number of seats to local government. The CoR is thus representative of sub-national government in general rather than regions in particular. This has serious repercussions for the operation of the CoR.
