The 1996 Agreement prevents recovery from the MIB by applicants if they knew that the driver was uninsured,9 or that the vehicle had been stolen or unlawfully taken,10 or that the vehicle was being used in the course of or in furtherance of a crime,11 or the vehicle was being used as a means of escape or avoidance of lawful apprehension.12
