ABSTRACT
The term ‘lay persons’ means people without legal qualifications. Despite their lack of legal knowledge, they play an important part in the administration of justice. The main examples are lay magistrates and juries, but administrative tribunals also make use of lay members, who sit with a lawyer to decide a case.
