Party policy Before general elections, all political par ties produce manifestos explaining what they would do if elected to form a Government. After winning an election, the governing party will be said to have received a mandate, ie authority from the people, to carry out its promises. However, not everything contained in a manifesto will become law: circumstances may change, or there may be insufficient funds available. Opposition parties often draw attention to the contrast between what was promised in a manifesto and what has actually been achieved.
