The control of the Civil Service is vested in the Crown and civil servants, like ministers, are servants of the Crown. However, the appointments are permanent, subject to ‘good behaviour’, although, in practice, a civil servant will not be dismissed other than for misconduct.62 Civil servants have no contractual relationship with the Crown.63 Salaries and other benefits are prescribed by statute, but for the most part, the Civil Service is governed under the prerogative.64
