ABSTRACT

In two-tier authorities Structure Plans and District-wide local plans were prepared and in the case of a single-tier Metropolitan District a hybrid Unitary Development Plan was produced that combined the elements of Structure Plans and local plans. Regional Spatial Strategies are prepared by the Regional Planning Boards (RPBs) for each of the eight English regions by the regional chambers whether elected or non-elected. Details of Local Development Frameworks (LDFs) are contained in Planning Policy Statement 12: 'LDFs' and these are to be prepared by each local planning authority and, whilst related to the development of land, they should not be restricted to implementation through planning. All LDF policies and proposals are illustrated in a proposals map a manner that they can be understood by the community and stakeholders. Area Action Plans can normally be prepared in parallel or subsequent to the preparation of core strategies but if there are relevant 'saved policies' in certain circumstances they can be prepared first.
