The disputes between Turkey and Greece that fall under this heading are mainly related to and involve the following closely interrelated issues:
The essential function of the FIR responsibility; the nature, scope, limitations and sources of the authority that states have within their FIR’s which also embrace the airspace above the high seas.
The exercise of the authority to provide air traffic services within FIR; and the scope of the state’s authority over foreign military aircraft in international airspace lying within FIR.
International rules and procedures pertaining to the flight of military aircraft in international airspace.
The submission of flight plans by state aircraft.
Rules and procedures concerning promulgation of NOTAMs.
