Much of the research used for this book has been constructed around the notion that deviant acts are perpetrated by individual deviant drivers, and that all would be well if we could control them. Yet a theme has been highlighted noting the broader involvement of society in creating a car culture in which transgressions may flourish largely unchecked, where some breaches are fairly consensual (e.g. speeding), and where the disciplinary stance taken by governments can sometimes be described as lukewarm. In other words, it is inaccurate to lay the blame solely on individuals; wider society is also implicated.
