      Until 1994, the drug offences were found in the Code of Public Health, but faced with an increasing drug problem, the French government decided to move the more serious offences into the new Criminal Code. Two minor offences remain in the Code of Public Health: illegally using drugs1 and provoking the use of or trafficking in drugs.2
