ABSTRACT

Police custody suites are the centre of a complex network of activity. Not only do they contain officers and detainees, but they constantly receive visits from outside agencies and individuals charged with the care of detainees. PACE comprehensively defines who should have access to detainees and in this chapter we consider the views of these outsiders, particularly in connection with the use of CCTV in the custody suite at Kilburn. At each stage of the fieldwork we have interviewed solicitors, doctors, appropriate adults and lay visitors, exploring many of the issues we also discussed with detainees and officers. In addition, during the course of interviews with police officers and detainees we explored how they viewed others using the custody suite, such as solicitors and forensic medical examiners (FMEs). These responses are also included in this chapter. As with the officers and, generally, the detainees we made no attempt to pre-select our sample. We begin with a brief discussion of the roles of each of these outside groups before moving on to consider their particular views.
