ABSTRACT
Until the early 1990s criminal justice policy in England was not highly politicized. Conservatives in the 1970s began to raise crime as a campaign issue, but criminal justice policy was little affected. Between 1987 and 1992, crime rates grew by 50 per cent and the prison population fell from 50,000 to 40,000 (Downes and Morgan 2002).
