ABSTRACT
A system of international institutions, once thoroughly reformed, should, firstly, seek to resolve the problem of its own democratic legitimacy in order to empower itself before both international political players and the world’s citizens. In a world in which States are no longer the only international political players and in which many problems have and require a global scale and vision, how should we understand and apply the concepts of legitimacy, sovereignty, democracy, etc.?
