ABSTRACT
Poverty is not the only reason for slums and inadequate infrastructure – these are also the outward sign of failed policies, bad governance, inappropriate legal and regulatory frameworks, dysfunctional land markets, unresponsive financial systems, corruption and – last but not least – a lack of political will.
