ABSTRACT

This chapter is concerned with the Espoo 1 and Aarhus 2 Conventions, which are considered in detail where relevant to the SEA Protocol (see generally Marsden, 2002; Marsden and De Mulder, 2005). The chapter builds on the previous two chapters on international law by further explaining the role of IGOs in the context of the UNECE and examining the self-governing provisions of the conventions. In doing so, it discusses the relevance of the three duties of IEL outlined in Chapter 3 and considers compliance and enforcement issues. All of these matters have relevance for the SEA Protocol, which is the subject of Chapter 5.
