ABSTRACT
The 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro provided the fundamental principles and programme of action for achieving sustainable development. The Johannesburg Plan of Implementation (JPOI) strongly reaffirms:
The Rio principles;
Full implementation of Agenda 21;
The 1997 Programme for the Further Implementation of Agenda 21; and
Achievement of internationally agreed development goals (for example, the United Nations Millennium Declaration and outcomes of major UN conferences/agreements since 1992) [1].
