ABSTRACT

The favorable reception of the UN guiding principles by the United Nation (UN) agencies and the international community at large in 1998 clearly marked a milestone in the ongoing efforts to enhance internally displaced person (IDP) protection and assistance. In 1999 the Global IDP Project responded to the calls of the representative of the secretary-general on internally displaced persons and others for concrete training initiatives on the content and use of the UN guiding principles. Specialized government agencies have therefore been a favored counterpart for, and sometimes organizer of, the Global IDP Project's training activities. The active participation of the displaced has also been made a priority, particularly where the IDP communities are clearly represented by identifiable leaders. In Indonesia, for example, the Global IDP project was asked by the humanitarian NGOs to specifically address the issue of protection by humanitarian actors, in addition to the protection provisions in the UN guiding principles.
