ABSTRACT
There is another reason to be concerned about the chances of avoiding the extreme consequences of global warming. It centres on the principle that carbon can be a traded as a commodity. The belief that underpinned the carbon trading scheme was that it would spearhead the drive by developed countries to cut their carbon emissions in line with their Kyoto commitments. Has it worked?
