ABSTRACT
The main topics to be analysed in this chapter are the costs of environmental pollution, the policies proposed to reduce it, the barriers to the implementation of such policies and the measures needed to overcome them. To do so, it is useful to recognize that environmental problems occur at three levels: local, regional and global.
