ABSTRACT
The last chapter discussed the importance of governing processes, encompassing modes of government, governance and governmentality. It ended with a framework for discussing different types of tools as a basis for analyzing governing for sustainable urban development. However, before moving on to this discussion in Chapters 6–9, this chapter introduces and develops a key theme of the book's approach to governing: the role of learning.
