ABSTRACT

In the December 2009 meeting in Copenhagen of Parties to the United Nations Framework Convention on Climate Change, negotiators tried with limited success to establish a road map for the period following the expiration of the Kyoto Protocol in 2012. This chapter explains how an effective agreement can still be found if future negotiations emphasize three main components: first, binding commitments from developed countries to reduce their emissions rapidly; second, commitments by major developing countries to adopt policies and measures that can reduce GHG emissions without hampering their economic growth; and third, reform of the Clean Development Mechanism and other international financing mechanisms. 1
