ABSTRACT

In summer 1978, as the newly assigned head of Canadian affairs in the State Department, I learned about the problem of acid rain. This was to become a principal issue in U.S. relations with Canada, a problem with which I would be deeply involved over the following 13 years. Rarely does a Foreign Service Officer, who moves frequently from assignment to assignment, have the opportunity to be engaged in a complex issue in foreign relations over such an extended period.
