ABSTRACT

The Senate Transportation Committee heard the competing legislative proposals on August 31: Senator Presley’s SB 119, revised to reflect the new compromise with EPA, and Senator Russell’s SB 1195, revised to reflect the consensus among state officials following the RAND study. During the week leading up to the hearing, state political leaders had accelerated the pace of decisionmaking over Smog Check, and those of us in the regional office relied heavily on newspaper reports to supplement our understanding of the politics.
