ABSTRACT
To help explain the issues involved in deciding if, when, and how to restructure the electricity industry, we have reviewed the technology, policy history, and several current state and international initiatives to institute competition in retail power markets. The California crisis of 2000–2001 brought forth a series of market, financial, and political calamities, with no shortage of explanations for the shortage of electricity.
