ABSTRACT

Environmental scientists and engineers have made notable progress in assessing the consequences of environmental discharges and in advancing technologies for the prevention or abatement of emissions. Estimating the costs of abatement programs is somewhat problematic, but environmental engineers and economists have developed acceptable methods. The largest difficulty for federal, state, and local regulators and for companies has been finding ways to value the physical consequences of abating discharges to satisfy congressional requirements and to set abatement priorities.
