We turn now to hazardous waste, stuff that is a serious threat to humanhealth and the environment. Not that we haven’t been dealing with haz-ardous waste up until now. The reason for the regulations on landfills and incinerators, discussed earlier, is that a small percentage of their waste is hazardous to health and hence needs to be prevented from reaching humans through the air, water, or soil. But that was about a “small percentage.” In this chapter, we deal with high-concentration hazardous waste.
