ABSTRACT

To this point, the discussion has provided background and a conceptual basis for economic valuation of water and water-related policies. Now we turn to the details and complexities faced by economic analysts in application of these concepts and methods. This chapter and the next two take up water as private goods, primarily withdrawal uses, including intermediate or producers’ goods (such as agriculture and industry) and municipal water supplies. Then Chapter 8 considers public consumers’ goods, mainly nonwithdrawal or instream uses, including water-related recreational and environmental issues, water quality enhancement, and flood risk reduction.
