ABSTRACT

In Bosnia-Herzegovina (BiH), the High Representative and other international bodies wield governmental power – power that is exercised ostensibly for the purpose of democratic state-building. This chapter discusses the concepts of vertical and horizontal accountability; how these concepts relate to the operation of the international administration; the limited accountability provided to the citizens of BiH, even in comparison to both historical and contemporary examples of international administrations; and the ways of enhancing accountability. Accountability refers to the various norms, practices and institutions whose purpose is to hold public officials and other bodies responsible for their actions and for the outcomes of those actions. International and local NGOs are also important mechanisms of horizontal accountability.
