ABSTRACT
While Nasser’s talks with the Soviets in October indicated that he had lost faith in a diplomatic solution and would rather focus on rebuilding the military, he left open the possibility of rapprochement with the US and perhaps even reaching some type of agreement with Israel. A confi dential State Department memo on October 27 proposed that President Johnson authorized Secretary Rusk to dispatch former Treasury Secretary Anderson on a fact fi nding mission to Egypt. Anderson was to be instructed to respond favorably to Egyptian feelers regarding the restoration of relations.1
