ABSTRACT

In previous chapters, the GATS and education negotiations and debates were analyzed at the global level. In this chapter, we focus on the national level with a view to providing a more complete and pluri-scalar picture of the negotiations. It should be noted that a number of important variables, such as the negotiating positions of the countries, are defi ned at the national level. Therefore, interactions, procedures and institutional arrangements at this level should be key elements in understanding the global outcomes of GATS.
