ABSTRACT

Nazi domestic policies in wartime Germany were influenced not only by war conditions but also by Hitler’s perception that Germany had collapsed in first World War because of the home front. The idea of a new European order was propagated by German ideological publicists and Nazi collaborators in European countries. Hitler had delegated broad powers to four competing administrative organizations: a military administration; Goring’s economic offices; Himmler’s offices; and a special civil administration under the overall supervision of the Nazi Party ideologist Alfred Rosenberg. In accordance with Nazi ideology, a major purpose of German conquest was to find the living space that would enable the German race to expand and grow. The Germans adopted legal formalities in their economic exploitation of western Europe, although military supplies and strategic raw materials were often confiscated outright. The Nazis required France, Belgium, the Netherlands, and Norway to pay the costs of the German occupation forces.
