ABSTRACT

One of the purposes of this research was to explore the widely held view that devolution would encourage policy experimentation and an element of diversity. Letting ‘a thousand flowers bloom’ in the post-devolution sun, it was hoped, would breed innovations and developments which could be learnt from and applied elsewhere. Returning to this broad context, this final chapter sets out to respond to the two large questions that underpin our investigation. Has spatial planning delivered, particularly in its aspiration to contribute to a more integrated approach to development? Has devolution delivered, in particular in terms of opening up planning to greater experimentation? Our interest was essentially with the remaking of planning as a professional practice, the rethinking of the scales and scope of planning, and the value of the governance line methodology that we introduced in Chapter 1.
