ABSTRACT

This paper discusses the governance of one model of community-based social security program, namely Bungkesmas, and analyses challenges to its sustainability. A qualitative research by conducting exploratory approach, this study looks inside into collaboration and digital technology adoption to the program. The data comprises semi-structured theme interviews with Bungkesmas management organizations, qualitative survey and passive participatory oversight by observing Bungkesmas information system (SIBungkesmas and Bungkesmas Android Mobile application). The results of this study reveal that appropriate business model and building commitment in collaboration becoming important for community-based social security program to provide optimal services, trust and sustainability. The study also raised the question whether technology digital really have an influence to the fundamental change in the nature of communication of community-social security program to the low-income group of people.
