ABSTRACT

The common approaches to flood risk management are based on a top-down view, which, from our perspective, does not allow the adoption of effective solutions considering the different origins of this problem, such as insufficient drainage systems, surface water level, and impermeabilization. With this bottom-up approach, the idea is to consult the information available in municipal services to identify and delimit flooded areas. This mapping will allow the definition of flood zones in which subsequent actions will be promoted. An integrated analysis can be carried out for each affected area, which should include a definition of mitigation and/or adaptation measures to be implemented at a local scale. In some locations, given the constraints, it will only be possible to develop adaptation strategies, such as the placement of anti-flood barriers at the doors of affected buildings, which will allow for proactive rather than reactive actions. As a proof of concept, a street in the floodable area will be selected, barriers will be purchased, and an evaluation will be made in the next event. After this analysis and definition, the areas adjacent to the floodable areas should be analyzed to narrow the systems contributing to flooding in each location.
