ABSTRACT
Effective local governance is key to development that is inclusive and sustainable, at the local level as well as the national. Data, evaluation, learning, technology, and analysis (DELTA) is a unique framework developed by us for a participatory approach in microplanning so that the development plans truly reflect the needs of the beneficiary community. The framework encompasses the collection and analysis of datasets for institutions (schools, anganwadi, village, gram panchayat, health centers), households, and individuals and has been carried out in several geographies. The DELTA Pilot in Chandrapur (Maharashtra) was conducted by the Tata Trusts in partnership with the District Administration of Chandrapur, Maharashtra, in three of its blocks, including 115 gram panchayats. Subsequently, an intensification program was initiated in the three blocks focused on the implementation of the village development plan prepared based on this participatory DELTA process. The list of activities planned for the year were painted on a common wall in the village, along with their status. The intent has been to encourage people to review the current situation of their village development and actively leverage local institutions for timely fund flow and action. We share some of the experiences and learning as a use case of implementing this framework.
