ABSTRACT
The Italian resilience face of the earthquake events can be considered as a social work in progress after the three main catastrophes that involved the different Italian regions during the last years: Abruzzo in 2009, Emilia in 2012, Abruzzo-Marche-Umbria in 2016. The study starts its analysis ‘after’ this last damage, considering inhabitants’ reactions and needs, the consequent depopulation, and the reconstruction. In the case of Visso (MC), a peripheral city with accessibility and services problems, and tendencies of abandonment and ageing of the population, there were two problems to solve: the reconstruction and the need to adapt these processes to new paradigms. The goal of C.A.R.E. (Community Activation for Resilient Evolution) is to take care of the historic cities in the post-earthquake period, strengthening the sense of belonging and activating participatory governance to lead them to resilient development. A participatory reconstruction method is proposed to actively involve all stakeholders in the design process and ensure that the outcome meets their needs and strengthens the sense of security and belonging. C.A.R.E. is a methodology that involves community participation at each stage, to avoid unilateral approaches. The proposed methodology is a circular process with six steps: Involving, Proposing Alternatives for Temporary Housing Solutions, Simplifying Bureaucracy, Establishing Redevelopment Priority and New Features, Remembering the Damage, and Establishing a New Role for Vacancies After Redevelopment. The final regeneration is achieved through the first five actions, but the final configuration of the regeneration is different from the post-disaster one, as new vacancies have been created during the process and need to be reconsidered during the sixth action. C.A.R.E. proposes to consider regeneration as a community activation mechanism for the resilient development of historic peoples based on identity, memory, recognition, and reinterpretation to promote something authentic but not identical.
