ABSTRACT
Even today we are still facing the issue of emergency management and reconstruction following a destructive event of natural origin. Despite numerous past events, we are still lacking a critical system intelligence that gives us a clear picture of how to act. With the central Italian earthquake of 2016, we are facing the possibility of defining a univocal and democratic “model”. Thanks to the adoption of the Extraordinary Reconstruction Programmes, we can start a cognitive process of our territory, not only to respect the identity of a place, but also to identify actions that allow the socio-economic promotion and development. A programme that allows us to have a direct experience with the places, but at the same time identifies the actions that allow us to create a network of services, starting from the reuse and redevelopment of built spaces. A model that can also be applied in municipalities that were not affected by the earthquake. Municipalities that very often lack valid spatial planning tools. Post-destruction management time must be reduced, but to do so, we need to provide the territory with such documentation that can represent the urban organism, and at the same time is able to both incorporate and keep up with the changes that society imposes on us.
