ABSTRACT
In connection with the intensive development of the Arctic zone of the Russian Federation, the tasks, and methods of scientific and technical support of design and survey works are considered on the example of reconstruction of engineering collectors in the city of Norilsk. The characteristics of natural-climatic and engineering-geological conditions of Norilsk territory are given. The zone of perennially frozen soils specific for the Arctic zone is characterised. Data on the collector network and flat buildings of the city, their current technical condition, which determines the living conditions of the population, are given. In the absence of experience in reconstruction of collector tunnels operating in perennially frozen soils, the authors of the article tried to share with the reader the first experience gained during the scientific and technical support of surveys. The article describes the engineering surveys carried out with the wide application of geophysical works and the data obtained as a result of them, clarifying the geological structure of the urban area and its changes under the influence of anthropogenic factor. The structure of works on scientific and technical support of design and survey works specially developed for this project is given. Shortcomings in design and survey works are revealed, changes and additions made in the composition and programmes of design works and engineering-geological surveys are shown. The urgent need to create special maps of territory zoning — a comprehensive assessment of engineering-geological (including geocryological) and engineering-environmental conditions of Norilsk underground space development and exploitation — is shown.
