ABSTRACT

Renovation passports can support owners and investors to plan an optimized timing and scope for interventions. Within the European Union a common framework for renovation passports has been introduced by the European directive on the energy performance of buildings. However, the directive leaves the stipulation of mandatory digital renovation passports to the discretion of the member states. This will create a fractured legal framework impeding a common renovation passport system within the European market. Therefore, the creation of a renovation passport and the integration into a digital building logbook must be secured by consistent rights management during the whole building life cycle. Based on a practical example regarding the structural design review, the legally compliant integration in the digital building logbook as a “living data infrastructure” within the building life cycle is presented by this paper which can serve as a guideline how to implement the new directive legally compliant.
