ABSTRACT
This chapter presents phases of the Global Internet Forum to Counter Terrorism's (GIFCT) evolution, from a multilateral tech initiative to an independent non-profit organization managing tools, incident response frameworks, and knowledge-exchange for an increasingly diverse range of platforms. To be effective, there is an important feedback loop between member companies and the multistakeholder community, which is adapted each year to reflect external dynamics and member priorities. In online safety efforts, there is the need to continue reviewing, refining, and adapting tools and solutions. This is particularly key as emerging technologies and capabilities associated with GenAI combined with amorphous online communities compel a reassessment of the threat environment and counterterrorism responses. In the trust and safety space, the lessons learned, and tools developed to solve for one harm type can often provide a roadmap to inspire approaches in tackling other harm types. We hope that GIFCT's journey can help guide further efforts.
