ABSTRACT
With the rapid advancement of digitalization and intelligence, in the context of intelligent shipping, the Vessel Traffic Services (VTS) is undergoing significant transformations. These include the shift from conventional ships to intelligent ships as participants, the improvement allowing intelligent ships to be used as mobile sensors for the VTS, the enhancement of the VTS intelligent decision aid program, the change in communication objects of the VTS from the crew aboard to staff in the Remote Operation Centres (ROCs), and the transition from the manual operation of the VTS to intelligent procedures. While these shifts present opportunities and improvements for the VTS, they also give rise to the related security risks. To address these challenges, this paper conducts a risk assessment of the VTS by using System-Theoretic Process Analysis (STPA), and proposes the corresponding risk control strategies, so as to provide a reference for the safety design of Vessel Traffic Services.
