ABSTRACT
This study examines the accessibility of persons with disabilities (PWDs) and mobility justice in public services, focusing on the Jakarta-Bandung High-Speed Railway as a case study. Based on Sheller's mobility justice theory, the research develops a holistic, network-wide approach to promoting the social inclusion of PWDs by enhancing their participation in public transport. The findings reveal that although PWDs' involvement in the design and planning stages of public transport remains limited, significant improvements have been made in providing accessible facilities, helping to address mobility injustices for individuals with varying physical abilities along the Jakarta-Bandung route. The study recommends that the government and policymakers actively involve PWDs in the early stages of railway development planning, design, and decision-making processes. Furthermore, these findings contribute to reducing social inequality, aligning with the Sustainable Development Goals (SDGs) objectives.
