ABSTRACT

This article examines the role of the Electronic Recapitulation Information System (SIREKAP) in strengthening Indonesia's democratic resilience during the 2024 elections. Using a qualitative approach, this study analyses data and documents to evaluate SIREKAP's effectiveness in ensuring transparent and accountable electoral processes. Findings reveal three key insights. First, SIREKAP signifies an enhancement over the preceding Vote Counting Information System (SITUNG), as it reduces state officials' direct involvement in vote counting and mitigates the risk of electoral fraud. Second, operational challenges, such as data reporting inconsistencies by the Election Organising Group (KPPS) and technical limitations in Optical Character Recognition (OCR), have triggered public concerns regarding data accuracy and transparency. Third, the General Election Commission (KPU) did not fully adopt SIREKAP as the primary tool for vote tabulation, limiting its contribution to sustaining electoral integrity and public trust. This study recommends enhancing SIREKAP's operational capabilities and establishing it as the central platform for transparent and accountable vote counting. Effective stakeholder collaboration is essential to fortify democratic resilience, ensuring electoral processes remain credible, transparent, and aligned with the Sustainable Development Goals (SDGs).
