ABSTRACT

This study aims to evaluate the effectiveness of BisKita Transpakuan's operational policy in achieving sustainable urban transportation in Bogor City. A qualitative method with a descriptive approach was employed, with data collected through document analysis, observations, and in-depth interviews with key informants. The findings reveal that BisKita Transpakuan's operational policy has been effective primarily in bus operations, ensuring reliable transportation services. However, the infrastructure aspects, particularly the preparation of safe and comfortable bus stops and terminals, remain ineffective and hinder the overall success of the policy. In conclusion, while there have been operational improvements, BisKita Transpakuan's policy has not fully achieved its objectives in addressing traffic congestion and establishing sustainable urban transportation in Bogor City. The study highlights the need for greater focus on improving supporting infrastructure to maximise policy effectiveness.
