ABSTRACT
The implementation of the Public Information Disclosure Law (Keterbukaan Informasi Publik or KIP) in State Islamic Universities (Perguruan Tinggi Keagamaan Islam Negeri or PTKIN) under Indonesia's Ministry of Religious Affairs has not been effectively organised. This research investigates the underperformance of Law Number 14/2008 on Public Information Disclosure in PTKIN using a normative-empirical legal research approach. Data were collected through interviews with purposively selected PTKIN within and outside Java, observations, and documentation, and analysed descriptively. The findings reveal inconsistencies in leadership policies and limited support for implementing the KIP. Four key factors contribute to these challenges: 1) Ambiguity and lack of firm directives from PTKIN leadership on KIP implementation; 2) Insufficient human resources, inadequate facilities, and minimal financial support for Information and Documentation Management Officers (Pejabat Pengelola Informasi dan Dokumentasi or PPID); 3) Discrepancies in understanding between PTKIN leaders and PPID staff regarding which information should be publicly accessible and which should remain confidential; 4) The absence of a comprehensive standard operating procedure (SOP) for public information services. These issues highlight the need for enhanced policy direction, resources, and clarity to improve KIP implementation.
