ABSTRACT
E-Puskesmas is an electronic information system designed to systematically improve healthcare services while integrating operations with the Health Office. Despite its potential, challenges persist across the implementation's input, process, and output stages. This study examines the implementation of E-Puskesmas at Jatibening Health Center, Bekasi City, using the Health Metrics Network (HMN) framework. A qualitative single case study approach was employed, with data collected through observation, in-depth interviews, and document reviews from 14 informants. The findings indicate that E-Puskesmas at Jatibening Health Center achieved an adequate performance level (average score of 2). However, significant obstacles were identified. In the input stage, there were no standard operating procedures (SOPs), no formal employee determination decree, insufficient training, and limited facilities for outpatient services. In the process stage, challenges included the absence of SOPs for data management, restricted access rights for monthly report downloads, and incomplete data dictionaries. In the output stage, there was no integrated reporting between maternal and child health (KIA) services and the District Health Office, a lack of graphic and map-based reporting features, and insufficient health promotion dissemination. To address these issues, improvements are required across all stages, with strong commitment and collaboration from stakeholders to optimise the implementation of E-Puskesmas.
